What have you got to lose except viruses? To disable it... I too was talking about on the Desktop. Even with slow connections, you might be slowing down page loads by forcing DNS requests to wait for other data.

The internet download speed is really slow on Vista. Iv'e tried using IE7 and also FireFox, but get the same problem. You can disable add-ons or remove them altogether, this fixes some peoples issues but not others. https://support.microsoft.com/en-us/kb/959062 Maybe.

Not sure why HW acceleration seems to be the culprit, nor what exactly changed that caused this issue.

In general, basic internet usage is slower, but not totally unusable. We are not talking about how fast or slow a website loads, we are actually talking about resource usage as in the amount of RAM utilized by a program. Weird... try disabling hardware acceleration....
