First, we should create the log file.(Start Menu>>Run>>Type “devenv /Log”) After this step, the log file has been created. I am adamantly opposed to running any development tool in admiinistrator mode, since there should never be any need for this. I cleared my MEF Cache a few times, and uninstalled the disabled extensions, and cleared my cache again, and voila. The .js file can be empty, or have code in it.
