After months, I found your solution. My system is constantly scanned, and all my issues are pretty well taken care of all the time. If you do, you may be getting a group policy for WSUS, which buggars up the Windows Update applet for Vista.
Are you trying to update Vista with WindowsUpdate, or are you doing something else?
